Ground Transportation Rules & Regulations -- August 2010 Amendments
Taxi and Livery Licensing
The ordinances that pertain to taxi and livery licensing are Chapter 15, Licenses and Permits and Chapter 30, Vehicles for Hire. Click here for City Code. Application fees are non-refundable. We recommend that you review Chapter 30-33, Standards for Denial, prior to submitting your application.
To obtain a driver or business license for a taxi or livery:
1. Applications are available on this site or can be picked up in the basement hallway of City Hall (rack next to bulletin board).
2. Fill out application completely. If you need assistance please contact Marion or Judy. Incomplete applications will not be processed.
3. DRIVERS - Mail the completed application, application fee only for new license or application and license fees for renewal license, and two 2”x 2” passport photos to Portland International Jetport, Taxi License Administrator, 1001 Westbrook St., Portland 04102. Fees are listed at the top of the application.
4. BUSINESSES - All vehicles must pass a compliance check as set forth in the ordinance. Compliance checks are done by Ground Transportation at the Portland International Jetport. Please call 879-1903 to schedule an appointment. Application must be completed by the owner. The completed application, application and license fees, registration copy, current insurance certificate, and current meter seal certificate should be delivered to the license administrator (jetport terminal building, second floor administrative offices) when the compliance check is completed. Please include $21 for each background check on owners and business partners who do apply for a taxi driver license.
5. Licenses can take up to two weeks to process because of background checks. Same day licenses are not available.
6. The license administrator will contact you when your license is ready. Your State of Maine driver’s license, with all information current, will be required for identification. Business licenses will only be issued to the business owner. Office hours are Monday through Friday, 9:00 am to 4:00 pm.
7. You will be notified by certified mail if your license is denied. You will also receive instructions for filing an appeal. License fees will be refunded, application fees are non-refundable.
8. Jetport permits are issued by the jetport and have additional requirements and fees. We are currently not issuing new jetport permits for non-reserved taxis.
9. Any outstanding debts, judgments or tax payments in arrears that are due and payable to the City of Portland must be paid prior to issuing any license.
