2011-2012 City of Portland’s HUD Consolidated Housing and Community Development Annual Action Plan Year 37, Substantial Amendment

The Department of Housing and Urban Development released a secondary allocation of Emergency Solutions Grant to the City of Portland in the amount of $53,007, bringing the total amount of ESG funding to $147,242. The proposed budget for the total allocation is listed below.
• Emergency Solutions Grant - $147,242: $11,043 admin; $65,909 homeless assistance; and $70,290 homeless prevention and rapid rehousing.

• Community Development Block Grant - $2,056,505: $359,720 admin and planning; $1,015,904 development activities; $99,250 job creation; and $581,631 social services.
• HOME Consortium with Cumberland County – $2,001,032: $102,320 admin; $447,442 housing rehab; $220,000 home ownership; and $1,231,270 in new construction and CHDO.
• Emergency Solutions Grant - $168,046: $12,603 admin; $65,909 homeless assistance; and $89,534 homeless prevention and rapid rehousing.

The primary objective of City of Portland’s Consolidated Housing and Community Development Plan is the development viable urban communities including decent housing, a suitable living environment, and expanding economic opportunities, principally for person of low and moderate income and to aid in the prevention and elimination of slum and blight.
