Sustaining Portland's Future

Housing: Sustaining Portland’s Future is the result of an intensive one year planning effort, which began with community forums to envision Portland’s future and to identify housing issues and opportunities. The 27 member Housing Comprehensive Plan Committee drafted a plan that included an overall community vision and six housing policies with accompanying objectives and actions. The housing plan was adopted as part of the City’s Comprehensive Plan on November 18, 2002 with the overall housing goal as stated below:

Portland, as Maine’s larges city, will strive to provide a sufficient supply of quality housing commensurate with a manageable level of growth to sustain the City as a healthy urban center in which to live and work, and its position as a growing regional economic and service center.

Housing in the city will be varied and affordable to accommodate Portland’s socially and economically diverse population.

The existing housing stock will be enhanced and preserved, an a wide variety of new housing will be designed and created to support Portland’s continued economic development, insure the safety of its citizens, and maintain its vibrant and stable neighborhoods.

When seeking solutions to Portland’s housing needs and issues, the City will strive for innovation and creativity in the areas of urban design, expenditure of its financial resources, and the use and reuse of land and buildings to ensure that residential development fits within Portland’s unique living environment.
