In 2000 the City of Portland began expending its HUD HOME and CDBG resources subsidizing the development of new affordable rental housing. Spurred by the construction of Unity Village, and solidified with the adoption of the 2002 Housing Plan the City recognized that a positive future for Portland required the development of new housing, particularly affordable rental housing.

To expand economically a community requires quality housing for its workforce. Given extremely low vacancies and escalating rental rates the development of new housing proved essential.

Since 2000 Portland has participated in financing 13 affordable rental housing projects with both non-profit and for-profit development teams. While primarily family housing developments, the City has also supported housing for special populations.

All of the new developments, located throughout the City, have played a critical role supplying much needed workforce housing and filled a significant need particularly as older historic rental properties convert to condominiums.

Among these new projects are five: Unity Village, Island View, Walker Terrace, and Wellesley Estates that contain a mix of affordable and market rate units. And further, City assisted projects are not the only affordable rental housing developments built during the past six years – Ocean East, Casco Terrace and the single-room occupancy units at the YMCA have also come on line.

All these developments are enhancing the availability and affordability of rental housing and making for a better Portland.
