The proposed development of an international marine passenger terminal at the former Bath Iron Works ship repair facility spurred a broader look at the redevelopment potential for the whole eastern waterfront. The Waterfront Development and Master Planning Committee was formed to engage in a public process to craft a community vision of potential development in the east end of the waterfront that integrates the marine passenger facility. The thirty-person, Council-appointed Committee worked with the Planning Division to conduct a vigorous planning effort that involved over six hundred citizens in forums, charrettes and other public meetings. The resulting plan established principles for development, design standards, street layouts and build-out plans that encourage mixed-use developments in a pedestrian-friendly, urban environment. The vision shows how marine berthing, transportation, parking, retail, office, residential and open space can be developed to integrate with the Casco Bay Island Ferry Terminal, Munjoy Hill, India Street and the Old Port areas of the peninsula. The Eastern Waterfront Master Plan was adopted by the City Council in December 2004 along with rezoning a portion of the study area to the new Business B-6 zone. Development interest in the district has been strong and implementation of the plan is proceeding with planned development on five separate blocks within the Eastern Waterfront.
