1. WORKSHOP- 4:30 p.m. (NOTE LATE START TIME!!)

i. Portland Hall Site Plan; Vicinity of 645 Congress Street; Bayside Maine, LLC, Applicant. (4:30- 5:30 PM- estimated time, subject to change) A proposal to convert the former Portland Hall dormitory used by the University of Southern Maine into a 58 unit apartment building with approximately 10,000 sq. ft. of retail space.

ii. Development Review Process Overview; City of Portland, Applicant. (5:30-6:15 PM- estimated time, subject to change) A discussion of Portland’s development review process and regulations.

4. REPORT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON FEBRUARY 10th, 2009.

i. St. Patrick’s School Conditional R-5 Rezoning; Vicinity of 1257 Congress Street; Westbrook Development Corp., Applicant. The Planning Board voted 6-1 (Lowry opposed) to recommend this conditional rezone to the Portland City Council, subject to 4 conditions.

ii. Berlin City Toyota, Site Plan; Vicinity of 191 Riverside Street; Berlin City, Applicant. The Planning Board voted unanimously (7-0) that the application is in compliance with the Division 19, Preservation and Replacement Housing. The Planning Board voted unanimously (7-0) to waive the aisle width as depicted on the site plan from 29 to 22’. The Planning Board voted unanimously (7-0) to approve the site plan subject to 6 conditions of approval.

iii. Residence Professional R-P Text Amendment; ATH, LLC, Applicant. The Planning Board voted 6-1 (Silk opposed) to recommend the zoning amendment to the Portland City Council, to allow Funeral homes as a permitted use and a provision relating to External Effects regarding traffic impacts.

iv. B2 Rezoning, Map Amendment; Vicinity of 1884 Forest Avenue; John Chau, Applicant. The Planning Board voted 6-0 (Hall absent) to recommend rezoning from R-5 to B-2 in the vicinity of 1840-1854 Forest Avenue to the City Council. The Board voted 6-0 (Hall absent) to recommend rezoning from B-2 to R-5 (The Wellesley Estates Property) to the City Council.

5. NEW BUSINESS

i. Martin’s Point Phase II, Amendment to Site Plan; Vicinity of 331 Veranda Street; Martin’s Point Healthcare, Applicant. (7:00- 8:00 PM- estimated time, subject to change) A proposal for a 42,000 sq. ft. building with two levels of structured parking.

ii. Oak Street Garage, Request to increase beyond street build-to-live, Site Plan Standard; Vicinity of 84 Oak Street; Northeast Realty, Inc., Applicant. (8:00 PM- estimated time, subject to change) A request to increase the setback greater than 5 feet from the B-3 zone street build-to-line for a two-car garage in an existing parking lot.
NOTE: It is possible that the Board will not reach all of the items prior to adjournment. Any items not reached will be rescheduled to appear on the subsequent agenda with items appearing early on the agenda as unfinished business.
