5. ANNOUNCEMENTS OF DECISIONS AT THE PREVIOUS MEETING, HELD ON JULY 10, 2007.
iPackard Development Remand by Superior Court for findings of facts related to the limitation on the size of the boxing club building.
The Portland Planning Board voted 5-0 (Hall and Lowry recused) on findings of fact relative to the Morrill’s Corner development for submission to the Court.
iiMaine Turnpike Authority; Reconsideration of Condition xiii; Vicinity of 2360 Congress Street; Maine Turnpike Authority, Applicant.
The Portland Planning Board voted 4 to 1 (Patterson opposed, Beal and Odokara recused) that the applicant shall provide to the City a public pedestrian easement, from both the MTA and the Portland Water District, as applicable, over and along the Congress Street sidewalk and associated ramps only.
iiiVillage at Ocean Gate; Site Plan and Subdivision Review; Vicinity of 112 Newbury Street; Village at Ocean Gate, LLC., Applicant.
The Portland Planning Board voted unanimously (7-0) on the following motions: Phase I is in conformance with the Conditional Rezoning Agreement and the Eastern Waterfront Design Guidelines subject to one condition; to waive the Technical Standards to reduce the garage entry width; to waive the requirement for the photometric plans for the interior courtyards only; to reduce the financial contribution to the tree fund; to approve the subdivision plan for Phase I with ten (10) conditions of approval, as applicable to Phase I; to approve the site plan for Phase I with seven (7) conditions of approval, as applicable to Phase I; and to table Phase II regarding the plan’s conformance with the Conditional Rezoning Agreement and the Eastern Waterfront Design Guidelines and thus cannot act upon the Subdivision and Site Plan.

The Portland Planning Board voted unanimously (7-0) on the following motions: that the parking provided at the Gateway Garage is within a reasonable distance from the project and waived the 100 foot standard, provided that an amended parking lease be submitted to the City; to approve the subdivision plan with six (6) conditions of approval; and to approve the site plan with seven (7) conditions of approval.
6. NEW BUSINESS - 3:30 P.M.
iJetport Parking Garage – Phase 2; Vicinity of 1001 Westbrook Street; City of Portland, Applicant. (3:30 - 4:15 p.m. – estimated time)
The Portland Planning Board will consider a proposal by the Portland International Jetport to construct Phase II of the Parking Garage and associated improvements adjacent to the Phase I garage structure that was completed in 2003. As part of this project, an existing 3-story parking garage will be removed and replaced by a 5-story parking garage to be connected to the Phase I garage.
iiWaynflete School Arts Center - Phase 2 Addition; Vicinity of 20 Storer Street; Waynflete School, Applicant. (4:15 - 5:30 p.m. – estimated time)
The Portland Planning Board will consider a site plan by Waynflete School to construct the second phase of the School’s Arts Center.

7. NEW BUSINESS RESUMES - 6:00 P.M.
iFlorence House Contract Zone Change; Vicinity of 190 Valley Street; Avesta Housing, Applicant.(6:00 - 7:00 p.m. – estimated time)
The Portland Planning Board will consider a request by Avesta Housing for a Conditional Zone Agreement to allow for the redevelopment of a 3-story plus basement residential building (Florence House.) The project will provide a permanent supported women’s residence and shelter for up to 65 women, including 25 efficiency apartments plus other accommodation and support facilities.

NOTE: It is possible that the Board will not reach all of the items prior to adjournment. Any items not reached will be rescheduled to appear on the subsequent agenda with items appearing early on the agenda as unfinished business.
