ANNOUNCEMENT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON NOVEMBER 14TH, 2006.
| Peninsula Traffic Plan - Recommendation for inclusion in the Comprehensive Plan
The Portland Planning Board voted unanimously to recommend the plan policies (Chapters #1, #2, and #3 and to further recommend the Deering Oaks portion of the Plan (Chapter #9, alternatives S-2 as supplemented by the Maine Historic Preservation Commission comments) as part of the Comprehensive Plan. This recommendation incorporates the Transportation Committee comments on Franklin Arterial regarding pedestrian and streetscape enhancements.
By a separate motion, the Board voted unanimously to endorse the entire PTP to the City Council as having great value as an implementation plan to guide traffic planning and implementation of discrete Master Plans.
Bayside Village Student Housing; Site Plan and Conditional Use; Vicinity of 120 Marginal Way; So. Maine Student Housing, Applicant.
The Portland Planning Board voted 5-2 (Silk and Tevanian opposed) to approve the site plan subject to nine (9) conditions of approval.
B-1/B-1b Zoning Text Amendments; Text change to prohibit high traffic businesses; City of Portland, Applicant.
The Portland Planning Board voted 2-4 (Tevanian, Odokara, Beal and Patterson opposed; Hall absent) on a motion to recommend the amendment to the City Council; therefore the motion failed. The Board voted 4-2 (Silk and Lowry opposed; Hall absent) to communicate that the Board supports limiting the number of trips generated by uses in the B-1 zone but required more information.
Inclusionary Zoning Program; Recommendation for a voluntary program to encourage inclusion of affordable housing units in residential developments; City of Portland, Applicant.
The Portland Planning Board voted 6-0 (Hall absent) to recommend this amendment to the City Council, subject to a 5 year sunset evaluation provision.
