iBayside Railyard Parking Garage; Vicinity of 25 Somerset Street; Bayside Ventures, Downtown Portland Corporation and the City of Portland, Applicants.
The Portland Planning Board voted 5-1 (Hall absent; Lowry opposed) to table this item to the October 24th meeting at 7:30 p.m. (subsequently re-scheduled to October 10th.)

The Portland Planning Board vote 6-0 (Hall absent) to recommend this item to the City Council.

iMunicipal Boat/Barge Landing; Vicinity of Island Avenue, Cliff Island; City of Portland, Applicant. (3:30 – 5:00 p.m.)
The Portland Planning Board will hold a public hearing to consider a proposal by the City of Portland to construct a barge landing ramp on Island Avenue. The project will be reviewed for compliance with the standards for Condtional Use, Site Plan and Shoreland Zone Review. The project is being reviewed separately by the Maine Department of Environmental Protection.

Bayside Railyard Parking Garage; Vicinity of 25 Somerset Street; Bayside Ventures, Downtown Portland Corporation and the City of Portland, Applicants. (6:30 – 7:30 p.m.)
The Portland Planning Board will hold a public hearing to consider a plan by the City of Portland for a proposed 700 space parking garage in the vicinity of 25 Somerset Street. At a public hearing on September 26th, consideration of this application was tabled. The Downtown Portland Corporation is a co-applicant. Vehicle access to the parking garage would be off of Somerset Street. The first floor of the parking garage will have 24,000 sq. ft. of retail space. The garage/building footprint is about 35,530 sq. ft. The parking garage is 6 levels high. The land area of the site is 1.3 acres. Zoning for the site is B-7. The parking garage will be reviewed for conformance with the site plan and conditional use ordinances. A traffic movement permit will also be reviewed.

Lot Split; Vicinity of 34 Garsoe Drive; Philip and Charlene Jordan, Applicants. (7:30 – 7:45 p.m.)
The Portland Planning Board will hold a public hearing to consider a proposal by Philip and Charlene Jordan to divide a lot at 34 Garsoe Drive (Lot 29).
iii20 Unit; Vicinity of 47 Smith Street (44 E. Oxford Street); Peoples Regional Opportunity Program (PROP), Applicant. (7:45 – 8:45 p.m.)
The Portland Planning Board will hold a public hearing to consider a plan by TFH Architects. The applicant is proposing to construct an apartment building to consist of 20 two-bedroom dwelling units.
ivMarginal Way 5- Lot Subdivision; Vicinity of 82-222 Marginal Way; City of Portland, Applicant. (8:45 – 9:15 p.m.)
The Portland Planning Board will hold a public hearing to consider a proposal by the City of Portland for a proposed 5-lot subdivision. The land area of the subdivision is 3.83 acres. Proposed lots include uses for an office building, student housing, potential lot for Miss Portland Diner and a parking lot.
vBayside Village Student Housing; Vicinity of 120 Marginal Way; So. Maine Student Housing, Applicant. (9:15 – 10:15 p.m.)
The Portland Planning Board will hold a public hearing to consider a proposal by Southern Maine Student Housing, LLC for a 400 bedroom lodging house development in the vicinity of 120 Marginal Way. The lodging house is intended for college students. A retail space of about 3,800 sq. ft. is also proposed. Vehicle access to the site is from Marginal Way. The total floor area of the building is 207,332 sq. ft. and is 5 stories high. 102 parking spaces within a parking garage are proposed on the site.
