| 1. | WORKSHOP – 3:30 p.m. i. Conditional Rezoning; 26-32 Thomas Street; Williston West Church. (3:30-5:30 p.m.-estimated time). The Portland Planning Board will hold a workshop to consider a proposal by 32 Thomas Street LLC for a Conditional Rezoning of the Williston West Church and Parish Hall, which is in the R-4 zone. The proposed conditions of the conditional zone agreement include, but are not limited to: allowing 2,800 sq. ft. of offices on the first floor of the Parish Hall as a conditional use with restrictions; dimensional requirements for the existing buildings; requirement to complete a schedule of rehabilitation work to the building complex; and scope of limitations on the use of the sanctuary as a community hall as part of a future conditional use and site plan review. The applicant also proposes to convert the Parish Hall to 2-3 dwellings. ii. Subdivision, Site Plan and Conditional Zone Amendment; 113 Newbury Street (Bay House Project); Village at Oceangate, LLC . (5:30-6:15 p.m.-estimated time) The Portland Planning Board will consider proposed revisions to the approved subdivision and site plan for the Bay House and a proposed amendment to a provision of the Conditional Zone. The revisions include an increase in residential units from 82 to 94, one level of structured parking with 81 spaces on-site and leased off-site spaces, changes to the facades, overhead electrical lines in Newbury St. and a payment plan for infrastructure contributions. Public Hearing: Morrissette, O’Brien, Dean, Hall and Silk present; Lewis absent. April 10, 2012: Workshop Only: Morrissette, Lewis, Silk and Venne present; O’Brien and Hall absent; Dean recused. 4. REPORT OF DECISIONS AT THE FOLLOWING PREVIOUS MEETINGS: March 27, 2012: i. Eastern Cemetery Master Plan, Department of Public Services and Spirit’s Alive, Applicants. The Board voted unanimously 4-0 (Lewis and O’Brien absent) to recommend the Eastern Cemetery Master Plan to the City Council. ii. 6 Unit Residential Project; 56 Hammond Street; Steven and Roberta Cope, Applicants. (6:30 -7:15 p.m. – estimated time) The Board voted unanimously 5-0 (Lewis absent) to approve the subdivision subject to three (3) conditions of approval. The Board also voted unanimously 5-0 (Lewis absent) to approve the site plan subject to three (3) conditions of approval. iii. Convenience Store; Gas Station and Bank; 1884 Forest Avenue; John Chau and Phuong Neang, Applicants. (7:15-8:15 p.m. – estimated time). The Board tabled this item to the April 10th meeting. iii. Transforming Forest Avenue Study, City of Portland, Applicant. ( 8:15 p.m. – estimated time ) The Planning Board voted unanimously 5-0 (Lewis absent) to recommend the plan as drafted to the City Council for adoption as part of the Comprehensive Plan. April 10, 2012: i. Convenience Store; Gas Station and Bank; 1884 Forest Avenue; John Chau and Phuong Neang, Applicants. (7:00 p.m. – estimated time). At the request of the Planning Division, this item was postponed to the April 24, 2012 meeting to allow the Applicant time to submit more information. 5. NEW BUSINESS i. Amendment to Contract Zone; 81-85 Danforth Street; Danforth on High LP, Applicant. (7:00 -7:45 p.m. – estimated time) The Planning Board will consider an amendment to the Conditional R-7 Zone (c-49) agreement for 81-85 Danforth St. (adopted on December 17, 2007). The proposed amendments include an increase in the number of housing units from 26 condominiums to 30 affordable elderly housing units, a revised parking plan, changes to the building floor plans, and a change in ownership from Random Orbit to Danforth on High, LP. ii. Conditional Use and Level II Site Plan Review; 801 Washington Avenue; Cumberland Farms, Applicant. (7:45- 8:30 p.m. – estimated time) The Planning Board will consider a Conditional Use and Level II Site Plan Development Application that was submitted by Cumberland Farms, Inc. The proposal is to add a 1,474 sq. ft. addition to the current convenience store and expanding the parking by 3,308 sq. ft. iii. Convenience Store; Gas Station and Bank; 1884 Forest Avenue; John Chau and Phuong Neang, Applicants. (8:30 p.m. – estimated time) The Planning Board will consider a Conditional Use and Level III application for a convenience store/gas station with a drive thru and a bank branch with a drive thru window. The total building area is 8,850 sq. ft. with 33 parking spaces at 1884 Forest Ave. in the B-2 zone.
