4.REPORT OF DECISIONS AT THE PREVIOUS MEETING HELD ON MARCH 13, 2012:

i.The Inn at Diamond Cove; Double Barracks Building; Great Diamond Island; The Inn at Diamond Cove, LLC., Applicant. The Planning Board voted unanimously to find the proposal in conformance with the IR-3 Development Standards with three (3) conditions of approval; voted unanimously to approve the Subdivision Plan with five (5) conditions of approval and voted unanimously to approve the Site Plan.

5. NEW BUSINESS

i. Eastern Cemetery Master Plan, Department of Public Services and Spirit’s Alive, Applicants. (3:30 p.m. 4:15 – estimated time). The Planning Board will consider the Eastern Cemetery Master Plan, which is proposed as an element of Portland’s Comprehensive Plan. The Applicants are the Dept. of Public Services and Spirits Alive. The proposed master plan provides goals and objectives for maintenance and preservation of the Eastern Cemetery, which is a designated Historic Cemetery, and will guide future operating and capital budget requests.

6. WORKSHOP – (Immediately following the afternoon Public Hearing).

i. Amendment to Contract Zone; 81-85 Danforth Street; Danforth on High LP, Applicant. (4:00 -5:00 p.m. – estimated time) The Planning Board will consider an amendment to the Conditional R-7 Zone (c-49) agreement for 81-85 Danforth Street (adopted on December 17, 2007). The proposed amendments include an increase in the number of housing units from 26 condominiums to 30 affordable elderly housing units, a revised parking plan, and a change in ownership from Random Orbit to Danforth on High, LP.

7. EVENING PUBLIC HEARING – 6:30 p.m.

i. 6 Unit Residential Project; 56 Hammond Street; Steven and Roberta Cope, Applicants. (6:30 -7:15 p.m. – estimated time) The Planning Board will consider a proposal by Steven and Roberta Cope to create two (2) lots with a three (3) unit building on each lot for a total of six (6) units with four (4) two-bedroom units and two (2) one-bedroom units. The proposal is being reviewed as a Level III subdivision and site plan.

ii. Convenience Store; Gas Station and Bank; 1884 Forest Avenue; John Chau and Phuong Neang, Applicants. (7:15-8:15 p.m. – estimated time). The Planning Board will consider a Conditional Use and Level III application for a convenience store/gas station with a drive thru and a bank branch with a drive thru window. The total building area is 8,850 square feet with 33 parking spaces at 1884 Forest Avenue in the B-2 zone.

iii. Transforming Forest Avenue Study, City of Portland, Applicant. ( 8:15 p.m. – estimated time ) The Portland Planning Board will consider the Transforming Forest Avenue Study, an improvement plan for the Forest Avenue Corridor from Park Avenue to Woodford's Corner, which is proposed as an element of Portland’s Comprehensive Plan. The purpose of the plan is to develop functional safe access for pedestrians, bicycles, transit and motorists both along and across this heavily used corridor.
