| 1. | AFTERNOON PUBLIC HEARING – 3:30 p.m. 1. ROLL CALL AND DECLARATION OF QUORUM 2. COMMUNICATIONS AND REPORTS 3. REPORT OF ATTENDANCE AT THE PREVIOUS MEETING HELD ON FEBRUARY 28, 2012: Afternoon Public Hearing and Workshop: Morrissette, O’Brien, Silk and Dean present; Hall and Lewis absent. Evening Public Hearing and Workshop: Morrissette, O’Brien, Dean and Hall present; Silk and Lewis absent. 4. REPORT OF DECISIONS AT THE PREVIOUS MEETING HELD ON FEBRUARY 28, 2012: i. Appeal of Planning Authority Determination, Mr. Ted Haykal, Appellant. The Planning Board voted unanimously 4-0 (Lewis and Hall absent) that the appeal of the Zoning Board of Appeals decision is not within the authority of the Planning Board and the site plan approval is not timely, and is therefore denied. ii. Conditional Use Review; Car Dealership; 710 Forest Avenue, Mr. Jabbar Essa, Applicant. The Planning Board voted unanimously 4-0 (Lewis and Silk absent) to approve the conditional use with one (1) condition; to grant the waiver to allow 4 curb cuts; and to approve the site plan with two (2) conditions of approval. 5. NEW BUSINESS i. The Inn at Diamond Cove; Double Barracks Building; Great Diamond Island; The Inn at Diamond Cove, LLC., Applicant. (3:30 – 4:30 p.m. – estimated time) The Portland Planning Board will hold a Public Hearing to consider a proposal by The Inn at Diamond Cove, LLC. to renovate the Double Barracks building on the Diamond Cove property (Great Diamond Island) into 22 hotelminium units and 22 lock-out units. Site improvements include a building addition, swimming pool and cabana service building. The development is subject to subdivision, site plan and IR-3 standards review. The total land area of the Diamond Cove IR-3 Conditional Zone is approx. 92 acres. WORKSHOP – (Immediately following the afternoon Public Hearing) i. Conditional Use and Level II Site Plan Review; 801 Washington Avenue; Cumberland Farms, Applicant. (4:30 – 5:15 p.m. – estimated time) The Portland Planning Board will hold a workshop to consider a conditional use and site plan application by Cumberland Farms Inc. who are proposing to add a 1,474 sq. ft. building addition to the current 2,400 sq. ft. convenience store. The Applicant is also proposing to relocate and expand the parking area by 3,308 sq. ft. ii. Conditional Rezoning; 26-32 Thomas Street (Williston West Church and Parish Hall); 32 Thomas Street LLC c/o Majella Global Tech., Applicant. (5:15 - 6:30 p.m. – estimated time). The Portland Planning Board will hold a workshop to consider a Conditional Rezoning of the Williston West Church and Parish Hall by 32 Thomas Street LLC, which is proposed in order to allow first floor office space, a first floor accessory dwelling unit, and an upper floor family residence in the Parish Hall, and for restoration and use of the Church sanctuary as a community hall for limited community uses.
