1. AFTERNOON PUBLIC HEARING – 3:30 p.m.

i. The Inn at Diamond Cove; Double Barracks Building; Great Diamond Island; The Inn at Diamond Cove, LLC., Applicant. (3:30 – 4:30 p.m. – estimated time) The Planning Board will hold a public hearing on a proposal by The Inn at Diamond Cove, LLC. to amend the Conditional Zone for the Diamond Cove property on Great Diamond Island. The amendment would increase the number of allowable hotelminium units from 20 to 22 units and lock-out units from 16 to 22 in the Double Barracks building.

WORKSHOP – (Immediately following the afternoon Public Hearing)

i. Convenience Store; Gas Station and Bank; 1884 Forest Avenue; John Chau and Phuong Neang, Applicants. (4:30-5:15 p.m. – estimated time). The Planning Board will consider a Conditional Use and Level III application for a convenience store/gas station with a drive thru and a bank branch with a drive thru window at 1884 Forest Avenue in the B-2 zone.

ii. Amendment to Contract Zone; 81-85 Danforth Street; Danforth on High LP, Applicant. (5:15 -6:00 p.m. – estimated time) The Planning Board will consider an amendment to the Conditional R-7 Zone (c-49) agreement for 81-85 Danforth Street (adopted on December 17, 2007). The proposed amendments include an increase in the number of housing units from 26 condominiums to 30 affordable elderly housing units, a revised parking plan, and a change in ownership from Random Orbit to Danforth on High, LP.

3. REPORT OF ATTENDANCE AT THE PREVIOUS MEETING HELD ON JANUARY 24, 2012:

Workshop: Morrissette, O’Brien, Lewis, Lowry, Silk and Hall present; Patterson absent.

Public Hearing: All members were present.

4. REPORT OF DECISIONS AT THE PREVIOUS MEETING HELD ON JANUARY 10, 2012:

i. 113 – 201 West Commercial Street; WPDZ and R-4 to B-5b Zone Change; JB Brown & Sons, Applicant. The Planning Board voted unanimously (7-0) to recommend the zoning to the City Council; and voted unanimously (7-0) to recommend the height text amendments to the City Council.

ii. R-2 Text Amendment for College and University as a Conditional Use; Applicant ; Husson University, Applicant. The Planning Board voted unanimously (7-0) to table this item to February 14, 2012 at 7:00 p.m.

iii. Portland Technology Park, 300 Rand Road, City of Portland, Applicant. The Planning Board voted 5-1 (Lowry recused; Lewis opposed) to grant the sidewalk waiver along Rand Road; voted unanimously 6-0 (Lowry recused) to approve the traffic movement; voted unanimously 6-0 (Lowry recused) to approve the subdivision, subject to eleven (11) conditions of approval; and voted 5-1 (Lowry recused; Lewis absent) to approve the site plan subject to conditions of approval.

iv. Place of Assembly Text Amendment for Business Zones; City of Portland, Applicant. The Planning Board voted 4-0 (Lowry, Hall and Lewis absent) to recommend the amendment to the City Council.

5. NEW BUSINESS

i. R-2 Text Amendment for College and University as a Conditional Use; Applicant; Husson University, Applicant. (7:00 -8:00 p.m. – estimated time) The Portland Planning Board will hold a public hearing on a proposed zoning text amendment to add College, University and Trade Schools as a conditional use in the Residential R-2 zone, with conditions including a minimum lot size of 2 acres and maximum floor areas.

6. EVENING WORKSHOP – (Immediately following the evening Public Hearing)

i. Conditional Rezoning; 26-32 Thomas Street; Williston West Church, Applicant. (At the request of the Applicant, this item will be postponed to the February 28th, 2012 meeting.)

ii. 6 Unit Residential Project; 56 Hammond Street; Steven and Roberta Cope, Applicants. (8:00 p.m. – estimated time) The Planning Board will consider the design of two three-unit buildings proposed at 56 Hammond Street under Portland’s R-6 Design Standards.
