| 1. | WORKSHOP - 3:30 p.m. i. The Inn at Diamond Cove; Double Barracks Building; Great Diamond Island; The Inn at Diamond Cove, LLC., Applicant. (3:30 - 5:00 p.m. – estimated time subject to change) The Planning Board will consider a proposal by The Inn at Diamond Cove LLC for the proposed renovation of the Double Barracks building into 20 hotelminium units (with 16 lock-out units) within the parade ground area of the Fort McKinley (Diamond Cove) complex. A building addition of 2,880 sq. ft., a cabana bld. and swimming pool are proposed. The project is subject to site plan, IR-3 development standards and subdivision review. ii. Amendment to Contract Zone; 81-85 Danforth Street; Danforth on High LP, Applicant. On January 19, 2012, the applicant requested to have this item postponed to a subsequent meeting, so it will not heard at this workshop. iii. Transforming Forest Avenue Study, City of Portland, Applicant. (5:00-6:00 p.m. – estimated time subject to change) The Portland Planning Board will hold a workshop to review the Transforming Forest Avenue Study, an improvement plan for the Forest Avenue Corridor from Park Avenue to Woodford's Corner. The purpose of the plan is to develop functional safe access for pedestrians, bicycles, transit and motorists both along and across this heavily used corridor. PUBLIC HEARING - 7:00 p.m. 1. ROLL CALL AND DECLARATION OF QUORUM 2. COMMUNICATIONS AND REPORTS 3. REPORT OF ATTENDANCE AT THE PREVIOUS MEETING HELD ON JANUARY 10, 2012: Workshop: All members were present. Public Hearing: Morrissette, Hall, Lowry, Patterson, and Silk present: Lewis and O’Brien absent. 4. REPORT OF DECISIONS AT THE PREVIOUS MEETING HELD ON JANUARY 10, 2012: i. Appeal of Historic Preservation Board Decision; 10 Exchange Street. The Planning Board voted unanimously (5-0, Lewis and O’Brien absent) to table this item to February 14, 2012 at 7:00 p.m. 5. NEW BUSINESS i. 113 – 201 West Commercial Street; WPDZ and R-4 to B-5b Zone Change; JB Brown & Sons, Applicant. (7:00 – 7:45 p.m. - estimated time subject to change) The Planning Board will hold a public hearing on a request from JB Brown & Sons to amend the zoning map from WPDZ to B-5b and R-4 for a +/- 6.5 acre portion of 113-201 West Commercial Street (land located between Benny’s Clams and the Star Match Company Complex). The Board will consider amending a smaller portion of WPDZ land to R-4 on abutting residential properties; and consideration of a text change to the B-5(b) bld. height requirements to a maximum of 45’ for land west of an extension of the Fletcher Street right-of-way; 55’ for land between the extension of the Fletcher and Emery Street right of ways, and limits on the height of rooftop appurtenances. ii. R-2 Text Amendment for College and University as a Conditional Use; Applicant ; Husson University, Applicant. (7:45 to 8:30 p.m. – estimated time subject to change) The Portland Planning Board will hold a public hearing on a proposed zoning text amendment to add College, University and Trade Schools as a conditional use in the Residential R-2 zone, with conditions including a minimum lot size of 2 acres and maximum floor areas. iii. Portland Technology Park, 300 Rand Road, City of Portland, Applicant. (8:30 -9:30 p.m. - estimated time subject to change) The Planning Board will hold a public hearing on a proposal to develop an Office Park Planned Unit Development (OPPUD) proposal on 26.2 acres of a 40 acre City owned site at 300 Rand Road with the remainder of the site maintained in a Conservation Easement. The proposal includes seven building sites with a private roadway off Rand Road and a parking lot for public access to an existing trail network. The proposal will be reviewed as a Level III site plan, subdivision, and traffic movement permit, and for compliance with the Office Park Zone requirements. iv. Place of Assembly Text Amendment for Business Zones; City of Portland, Applicant. (9:30- 10 p.m. – estimated time subject to change). The Planning Board will hold a public hearing on proposed text amendments to the Business zones (B-2, B-3, B-5, and B-7) to update the permitted uses by substituting the terminology of Places of Assembly for former terms such as churches, fraternal organizations and community centers.
