1. WORKSHOP

i. Site Visit; 113 – 201 West Commercial Street; WPDZ and R-4 to B-5b Zone Change; JB Brown & Sons, Applicant. (3:30 - meet on-site and then return to City Hall for discussion, estimated time for this item is 3:30 to 5 p.m.) The Portland Planning Board will hold a Site Visit at 113-201 West Commercial Street to consider a request to change the zoning map from WPDZ and R-4 to B-5b for a +/- 8.5 acre portion of the site. The proposed rezoned land is located between Benny’s Fried Clams and the Star Match Company Complex.

ii. Conditional Rezoning; 84 Auburn Street; Pennbrook Properties IV, LLC., Applicant. (5:00 – 6:00 p.m. – estimated time subject to change). The Portland Planning Board will hold a workshop to consider a Conditional Rezoning of 84 Auburn Street by Pennbrook Properties IV, LLC, which is proposed in order to build a bank with a drive-through facility consisting of 2 lanes and an ATM. A vacant gas station currently occupies the site.

4. REPORT OF DECISIONS AT THE PREVIOUS MEETING HELD ON NOVEMBER 8, 2011:

i. Amended Subdivision Plan; 66-68 High Street; Children's Hospital Housing Partners, LP, Applicant. The Portland Planning Board voted unanimously 5-0 (Morrissette and Lewis absent) to approve six (6) waivers. The Board also voted unanimously 5-0 (Morrissette and Lewis absent) to approve the amended subdivision plan with three (3) conditions of approval.

5. NEW BUSINESS

i. Teen Emergency Shelter; 38 Preble Street; Preble Street (Mark Swann, Exec. Director), Applicant. (7:00 – 8:00 p.m. – estimated time subject to change). The Portland Planning Board will hold a public hearing to consider a proposal by Preble Street for an emergency shelter for teens. The applicant is proposing to relocate the existing Lighthouse Teen Shelter on Elm Street to the first and second floors of 38 Preble Street in order to provide a 24-bed emergency shelter for teens. The third floor remains as office space. The proposal will be reviewed as a conditional use in the B-3 zone and a Level II site plan.

ii. Amended Subdivision Plan; 41 True Street; Todd and Kelly Sniper, Applicants. (8:00 – 8:30p.m. – estimated time subject to change). The Portland Planning Board will hold a public hearing to consider a proposal by Todd and Kelly Sniper who are seeking an amendment to the True Street Subdivision to allow the construction of a two family home on Lot #7. The amended plat is required to revise the number of units that may be built in the subdivision as required under the State Subdivision Law.

iii. Conversion of Office Space to an 8 Unit Subdivision; 531-537 Congress Street; HEGA Realty Trust, Applicant. (8:30 – 9:15 p.m. – estimated time subject to change). The Portland Planning Board will hold a public hearing to consider a proposal by HEGA Realty Trust to convert 15, 195 sq ft of office space to seven (7) one-bedroom and one two-bedroom apartments. The apartments are located on the fourth floor of 531-537 Congress Street, which is a mixed use building with residential, office and first floor commercial uses. The proposal will be reviewed as a subdivision and Level III site plan.

iv. Text Amendment to add Place of Assembly or Fraternal Organizations in B-4 zone, Portland Lodge No. 188 of the Benevolent and Protective Order of Elks of the U.S.A., Applicant. (9:15 - estimated time subject to change) The Planning Board will hold a public hearing on a request to add either Place of Assembly and/or Fraternal Organizations as a permitted use in the B-4 Commercial Corridor Zone. The Board will consider a recommendation to the City Council regarding the text amendment.
