1. WORKSHOP

i. Teen Emergency Shelter; 38 Preble Street; Preble Street (Mark Swann, Exec. Director), Applicant. (3:30 – 4:30 p.m. – estimated time subject to change).

The Portland Planning Board will hold a workshop to consider a proposal by Preble Street for an emergency shelter for teens. The applicant is proposing to relocate the existing Lighthouse Teen Shelter on Elm Street to the first and second floors of 38 Preble Street in order to provide a 24-bed emergency shelter for teens. The third floor remains as office space. The proposal will be reviewed as a conditional use in the B-3 zone and a Level II site plan.

ii. WPDZ and R-4 to B-5b Zone Change; 113 – 201 West Commercial Street; JB Brown & Sons, Applicant. (4:30 – 5:30 p.m. – estimated time subject to change).

The Portland Planning Board will be holding a workshop to consider changing the zoning map from WPDZ and R-4 to B-5b for a +/- 8.5 acre portion of the site located along West Commercial Street. The proposed rezoned land is located between Benny’s Fried Clams and the Star Match Company Complex.

4. REPORT OF DECISIONS AT THE PREVIOUS MEETING HELD ON OCTOBER 25, 2011:

i. Appeal of Administrative Determination; Taft Avenue, Francis P. Drake, Applicant.

The Planning Board voted unanimously that an amended Level I: Site plan is required to be submitted by the applicant within 30 days of the Board decision and with one condition. The Planning Board voted 6-1 (Lowry opposed) that a Level II site plan application shall be submitted by the applicant within 30 days of the Board decision with one condition.

5. NEW BUSINESS

i. Amended Subdivision Plan; 66-68 High Street; Community Housing of Maine (CHOM), Applicant. (7:00 – 8:00 p.m. – estimated time subject to change).

The Portland Planning Board will hold a public hearing to consider the amended subdivision and Level III site plan by CHOM (Community Housing of Maine) to add 3 units to the project for a total of 38 units. The proposal is to convert 3 (3-bedroom) units into 3 (1-bedroom) units and 3 efficiencies. Zoning for the site is R-7. The project will be reviewed for compliance with the Subdivision and Site Plan Ordinances.
