AGENDA

1. Review and accept Minutes of previous meeting held on December 1, 2010.

2. Portland Economic Development Plan Update (15 minutes)
a. Action Requested: Presentation and update to Committee on progress related to drafting an Economic Development Plan for Portland. See enclosed memorandum from Greg Mitchell with attachment.

3. Portland Technology Park Project Update (15 minutes)
a. Action Requested: Presentation and update to Committee on progress to establish the City Portland Technology Park located on Rand Road. See enclosed memorandum from Nelle Hanig and Greg Mitchell with attachment.

4. Bayside Village Project Tax Increment Financing Credit Enhancement Agreement (TIF/CEA) Assignment (10 minutes)
a. Action Requested: Legacy Park Portland One LLC is the new owner of the Bayside Village Student Housing Project. Request is to assign the Project TIF/CEA to the new owners and Androscoggin Savings Bank. See enclosed Memorandum from Ann Freeman and Greg Mitchell.

5. Request by Jackrabbit LLC (144 Fore Street) for Modification to current License Agreement with the City of Portland (Thames Street) (15 minutes) – See enclosed memorandum from Ann Freeman and Greg Mitchell.
a. Action Requested: Recommendation to City Council for a modification to License Agreement associated with the development project at 144 Fore Street. NOTE: The Committee may go into executive session pursuant to 1 M.R.S.A. 405(6)(C) and 5 M.R.S.A. 13119-A to discuss negotiations and possible disposition of City-owned real estate.

6. Executive Session: The Committee will go into executive session for staff to provide an update regarding negotiations to sell City owned real estate pursuant to 1 M.R.S.A. 405(6)(C) and 5 M.R.S.A. 13119-A. This includes the possible sale of City owned Bayside property and possible sale of City owned property located in the Portland Technology Park on Rand Road. Committee to provide direction to staff. (one hour) – Greg Mitchell

7. Adjourn and next meeting January 26, 2011.
