4. REPORT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON SEPTEMBER 28, 2010
i. 68 High Street; Map Amendment from R-6 to R-7: CHOM, applicant. The Planning Board voted unanimously, 6-0 (Lowry absent) to recommend the proposed rezoning to the City Council.

ii. Conditional Rezoning; 76 Congress Street; St. Lawrence Church,Applicant. The Planning Board voted unanimously, 6-0 (Lowry absent) to recommend the conditional rezoning subject to one amendment to the conditions of rezoning.

5. OLD BUSINESS
i.
Peaks Island Site Plan Appeal and Level 1 Site Alteration Site Plan; 5 City Point Road, Peaks Island; Clifton Peter Rose and Alicia Kershaw, Applicant.

(3:30 p.m. estimated time subject to change). The Portland Planning Board will hold a public hearing to consider an appeal of an administrative decision and a Level 1 Site Alteration application. The applicant is appealing an administrative approval with conditions of a minor site plan. The Level 1 site plan is the applicant’s alternative proposal and will be reviewed for compliance with Shoreland Zoning and site plan standards.

2. NEW BUSINESS


i. Three lot subdivision; 18 Luther Street, Peaks Island: HOMESTART, Applicant. (7:00 p.m. – 7:45 p.m. estimated time subject to change). The Planning Board will consider a three lot subdivision plan at 18 Luther Street, Peaks Island. The 6,271 sq. ft. site is proposed to be subdivided into 3 lots of approximately 5,300 sq. ft. for affordable single family homes. The project will be reviewed for compliance with the Subdivision Ordinance.

ii. Community Garden Stand Zoning Text Amendment; City of Portland, Applicant. (7:45 p.m. estimated time subject to change). A zoning text amendment is proposed to allow produce stands two days a week at a community garden as a temporary stand in any zone.
