| 1. | WORKSHOP – 3:30 p.m. i. Wind Ordinance; Zone Text Amendments, City of Portland, Applicant - (3:30p.m.-5:30p.m. estimated time subject to change). The Portland Planning Board will hold a public workshop to consider a proposed ordinance to allow various types of wind energy generation systems in most City zones, including residential, business, industrial, and the Recreation Open Space zones. PUBLIC HEARING–7:00 p.m. 1. ROLL CALL AND DECLARATION OF QUORUM 2. COMMUNICATIONS AND REPORTS 3. REPORT OF ATTENDANCE AT THE PREVIOUS MEETING, HELD ON SEPTEMBER 21, 2010: WORKSHOP Hall, Morrissette, Silk and Tevanian present; (Lewis, Lowry, Patterson absent). PUBLIC HEARING Hall, Morrissette, Silk, and Tevanian present; (Lewis, Lowery, Patterson absent). 4.REPORT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON SEPTEMBER 21, 2010: i. Amended subdivision plan for two lots on Gertrude Street; Diversified Properties, Applicant. The Planning Board voted 0-4 (Patterson, Lewis, Lowry absent) on a motion to approve a waiver of underground electrical service, therefore, the waiver failed to pass. The Planning Board voted unanimously 4-0, (Patterson, Lewis, Lowry absent) on a motion to waive the sidewalk requirement. The Planning Board voted unanimously 4-0 (Patterson, Lewis, Lowery absent) on a motion to approve the subdivision, subject to four (4) conditions of approval. ii. R6 Text Amendment to reduce lot width requirement, Tom Watson, Applicant. The Planning Board voted unanimously 4-0 (Lowry, Lewis, Patterson absent) to recommend the proposed text amendment, reducing the lot width in the R-6 zone to 40 feet to the Portland City Council. iii. Riverside Industrial Subdivision; 636 Riverside Street, City of Portland, Applicant. The Planning Board voted unanimously 4-0 (Patterson, Lowry, Lewis absent) to approve the Riverside subdivision for shoreland zoning and the Planning Board voted unanimously 4-0 (Patterson, Lowry, Lewis absent) to approve the 5 lot subdivision subject to five (5) conditions of approval. iv. Amendments to Article VIII, Regulation of Explosives (also referred to as Blasting Ordinance) and Section 3 Public Safety Standards of the Technical manual; City of Portland, Applicant. The Planning Board voted unanimously 4-0 (Patterson, Lowry, Lewis absent) to recommend the amendments to the Portland City Council. The Planning Board voted unanimously 4-0 (Patterson, Lowry, Lewis absent) to approve the technical standards subject to one amendment to section 3.1.6.2 NEW BUSINESS i.68 High Street, Map Amendment from R-6 to R-7, CHOM, Applicant. (7:00-8:00 p.m. estimated time subject to change). The Planning Board will consider a zoning map amendment from Residential R6 to Residential R7 at 66- 68 High Street. The applicant is seeking the map amendment to allow for a greater residential density on site in order to renovate the former Children’s Hospital and construct a building addition on the former mansion site for a total of 35 residential units. ii. Conditional Rezoning; 76 Congress Street, St. Lawrence Church, Applicant. (8:00-9:00 p.m. estimated time subject to change). The Planning Board will consider a proposed conditional rezone agreement for 76 Congress Street to allow for the re-construction of the sanctuary auditorium and includes a traffic management plan for the facility.
