1.
i. R-6 to R-7 Map Amendment; 68 High Street; Community Housing of Maine (CHOM), Applicant. (3:30-4:15 p.m.-estimated time, subject to change). The Planning Board will consider a zoning map amendment from R-6 to R-7 at 66-68 High Street.
The applicant is proposing to renovate the former Children’s Hospital that has been used for USM offices most recently.

The proposal also includes building an addition on the former mansion site. This affordable housing project would be for 35 units with a mix of one, two and three bedroom units.

ii. Riverside Street 5 Lot Industrial Subdivision; 636 Riverside Street; City of Portland, Applicant.

The Planning Board will consider a plan by the City of Portland’s Economic Development Department for a 5 lot industrial subdivision, which includes the Lucas Tree site and the NEMR facility that is under construction.
REPORT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON JULY 13, 2010:
i.Medical Marijuana Amendmentsreferred from the City Council). The Planning Board voted 4-0 (Morrissette, Lowry, Silk, and Hall in favor; Paterson abstained) to recomment amendments to the zoning to define registered medial marijuana dispensaries and registerd medical marijuana cultivation facilities:
voted unamimously 4-0 (Morrissette, Lowry, Silk and Hall in favor; Patterson abstained) to recommend that registered medical marijuana be a permitted use in the B-2, B-2b, B-3, B-3b, B-3c and B-7 zones; and
voted unanimously 4-0 (Morrissette, Lowry, Silk and Hall in favor; Patterson abstained) to recommend that registered medical marijuana cultivation facilities be permitted in theI-I, I-Lb, I-M, I-Mb, Ih and B-4 zones.
ii. Waterfont Central Zone Text Amendments: 11 Private Pier Owners, Applicants.
The Planning Board voted 601 (Lowry opposed) to recommend the proposed WCZ amendments to the City Council with four (4) amendments, and two (2) resolutions of communication.
iii. I-Ib to Text Map Amendment; 170 Anderson Street; Wayne Hamilton, Applicant. The Planning Board voted unanimously 7-0 to table this item to the August 10th Planning Board meeting.

iii. Conditional Rezoning; 76 Congress Street, Friends of St. Lawrence Church, Applicant. (5:00-600 p.m. - estimated time, subject to change). The Planning Board will consider a proposed conditional Residential R-6 rezoning by the Friends of St. Lawrence Church at 76 Congress Street in order to rebuild the Sanctuary Auditorium.
The proposal is to replicate the former building with some modifications and increasing the total gross square footage to 28,188 sq. ft.
The conditional rezone of the R-6 zone is requested to adjust dimensional requirements for building setbacks and height requirements.

i. Places of Assembly Conditional Use Review; 978 Washington Ave; Zachary Heiden, Applicant.
>(7:00-7:30 p.m.) estimated time; subject to change). The Planning Board will consider the conditional use review for a place of assembly in the existing building at 978 Washington Avenue. The building was formerly a TV repair shop and it is being converted to a place of assembly, which is listed as an institutional use requiring conditional use review by the Planning Board.
ii.
Skylark Commons Subdivision (Amendment to Creat 2 Phases); Skylark Commons, Frank Didonato, Applicant.
(7:30-8:00 p.m. - estimated time, subject to change).
The Planning Board will consider a sectional recording to an approved subdivision for two phases with 7 lots in phase 1 and 10 lots in phase 2. iii.
Conditional Use Review; 235 St. John Street; Muhktar Geele, Applicant.

8:00-8:45 p.m.- estimated time subject to change). The Planning Board will consider a conditional zoning map amendment for 901 Washington Avenue to rezone the front protion of the property from the Residential R-3 zone to the Business B-2, which would require a 45 foot building setback and a limited number of uses.
v.
Appeal: 5 City Point Road - Peaks Island; Clifton Peter Rose, Applicant.
>br> (9:30 estimated time subject to change). The Planning Board will consider an appeal of an administrative decision of an after-thefact review of drainage and landscape changes within the shoreland zone at 5 City Point Road, Peaks Island.
