2. Portland Community Development Block Grant Discussion (45 minutes) – Penny Littell

a. Action Requested: Presentation to Committee on issues identified and concerns noted by the City Council, Allocation Committee and public during the 2010 CDBG award process. Requesting guidance from Committee to bring to Council on potential changes to, among other things, scoring, grant allocation mechanism.
