1. WORKSHOP – 3:30 p.m.

i. WCZ Text Amendment to Comprehensive Plan Policy, City of Portland, Applicant. (3:30 – 4:00 p.m. - estimated time, subject to change) The Board will continue its discussion of the comprehensive plan policies for the waterfront central zone and prepare for the March 2 and March 3, 2010 public forums.

ii. Fee in Lieu of Parking; City of Portland, Applicant. (4:00 -5:00 p.m. – estimated time, subject to change) The Board will consider a proposed ordinance that provides a voluntary alternative to minimum parking requirements for development with a “Fee in Lieu of Parking” option. The proposed land use ordinance amendments include a reorganization of the parking requirements and the creation of a “Sustainable Transportation Fund.”

iii. Site Plan Standards – Environmental Quality; City of Portland, Applicant. (5:00-6:00 p.m. – estimated time, subject to change) The Board will consider the proposed environmental quality Site Plan standards and the Technical Manual details and specifications.

Evening Workshop: Lowry, Patterson, Silk and Tevanian present; Hall, Lewis and Morrissette absent.

6. REPORT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON JANUARY 26TH, 2010:

i. B-2 Text Amendments; City of Portland, Applicant. The Board voted unanimously 5-0 (Hall and Morrissette absent) to table this item to the February 23, 2010 public hearing.

7. NEW BUSINESS

i. B-2 Text Amendments; City of Portland, Applicant. (7:00 - 8:00 p.m. estimated time). The Board will consider a proposal to revise the zoning text of the B-2, B-2b and B-2c Business Zones to incorporate the R-7 density for residential development on the peninsula.
