i. WCZ Text Amendment; Waterfront Central Zone (WCZ), Waterfront Property Owners, Applicant. (3:30 – 4:30 p.m. – estimated time) The applicant is proposing to allow additional non-marine uses, to allow non-marine uses within 150 feet of Commercial Street, to revise parking requirements and other revisions within WCZ.

ii. Conditional and Site Plan Review; Vicinity of 426 Forest Avenue; Town and Country Credit Union, Applicant. (4:30 – 5:15 p.m. – estimated time) The applicant is proposing the reuse and redevelopment from office use to a credit union with a drive-through window.

iii. Site Plan Standards – Public Safety. City of Portland, Applicant. (5:15 – 6:00 p.m. – estimated time) The applicant is proposing revised Site Plan standards and Technical Manual details and specifications pertaining to public safety.

iv. Text Amendment - Nonconformity – 14-388, City of Portland, Applicant. (6:00 p.m. – estimated time) The applicant is proposing to repeal the non-conformity provision regarding area of dwelling.

6. REPORT OF DECISIONS AT THE PREVIOUS MEETING, HELD ON OCTOBER 13, 2009.

i. Avenue Auto Conditional Use/Amended Site Plan; Vicinity of 757 Forest Avenue; Steve Mardigan, Applicant.

- The Board voted 6-0 (Lewis absent) to approve the conditional use subject to 2 conditions of approval.

- The Board voted 6-0 (Lewis absent) to approve the site plan subject to 10 conditions of approval.

- The Board voted 6-0 (Lewis absent) to waive the limitation on two curb cuts.

ii. Conditional Rezoning; Vicinity of 47-83 Kensington Street; Maine Yacht Center, Applicant.

The Board voted 6-0 (Lewis absent) to recommend the conditional rezone to the City Council with two recommended amendments.

iii. Downtown Entertainment Overlay Zone Text Amendments; City of Portland, Applicant.

- The Board voted 6-0 (Lewis absent) in favor of the non-amplification amendment to the City Council.

- The Board voted 6-0 (Lewis absent) on a motion to recommend the proposed sunset amendment to the City Council; therefore the sunset amendment is not recommended.
7. NEW BUSINESS

i. Waynflete Overlay Zone; Vicinity of 360 Spring Street; Waynflete School, Applicant. (7:00 – 8:30 p.m. – estimated time) The applicant is proposing an overlay zone to regulate future plans of the Waynflete School.

ii. Bayside Bowling Alley; Vicinity of 58 Alder Street; Bowl Portland, Applicant. (8:30 p.m. - estimated time) The applicant is proposing a change of use to allow a bowling alley.
