HUD has announced the 2009 SuperNOFA: Continuum of Care (CoC) Homeless Assistance Program.

For 2009, the Samaritan Bonus Initiative will be replaced with a Permanent Housing Bonus. CoCs will be able to use funds for homeless disabled individuals and families or for chronically homeless individuals. As creating new permanent housing beds for chronically homeless individuals is still a HUD priority, HUD strongly encourages CoCs to use at least a portion of available bonus funds to create a project that will exclusively serve the chronically homeless. HUD has offered the Samaritan Housing Initiative to promote permanent supportive housing for chronically homeless individuals. The Portland CoC has approximately $109,158. Funding limits and matching requirements are outlined in the application available on the HUD Website

The Permanent Housing Bonus will be available to CoCs to apply for funding to create one or more new permanent housing projects. CoCs may use project funds to serve homeless and disabled individuals of families, or chronically homeless individuals. While CoCs are no longer required to use bonus funds for projects that will exclusively serve 100 percent chronically homeless individuals, CoCs are encouraged to use bonus funds for this population whenever possible, as creating new beds for the chronically homeless remains a HUD priority.

To qualify for the Permanent Housing Bonus, each CoC must submit requests for one or more new permanent housing projects. Each CoC shall be eligible for a Permanent Housing Bonus. The Portland CoC has approximately $109,158. Agencies can now access the 2009 versions of the SF-424 Form, Exhibit 2 Application, Logic Model and other required forms at Hud's Homeless Resources Exchange On-line training materials are available at http://esnaps.hudhre.info/training/ Due to the complexity of HUD requirements, applicants should have prior development experience and agency capacity.
