[ARCHIVED] City Updates Interpretation of Rent Control Ordinance

The City of Portland is releasing additional clarification to its official interpretation of the rent control ordinance, passed by voters in November 2020. The City first released its guidance on December 4. In response to questions received from members of the public, the City has provided clarification that the rent control ordinance applies to both long-term and short-term rentals. As such, short-term rentals will have to submit newly-required information annually, abide by the caps placed on rent increases, and follow many of the other mandates outlined in the ordinance. 

A communication on this topic appears on the City Council’s January 20, 2021 meeting agenda. The FAQs on the City website have been updated to reflect this clarification. The City does recommend that members of the public requiring additional clarification or guidance contact an attorney. 

The development of a process by which to collect the newly required information from landlords is nearing completion. Landlords will be able to submit information to the City either online, via email, or by mail. These options have all been standardized to facilitate data collection, as well as evaluation by the newly created Rent Board. It is expected that these new processes will be available on the City website in February 2021. 

Landlords will be notified of these resources by mail in February as well. While this information was due on January 1, 2021, staff has waived late fees until April 1, 2021 in recognition of the unavoidable delay in implementation.
