The City of Portland’s Assessor’s Office has announced that it has retained Tyler Technologies CLT Appraisal Services™ to conduct a multi-year reassessment project for the City of Portland. The project will start in 2019 and continue through mid-2020 culminating in updated values being used for the Fiscal Year 2021 tax billing cycle.
Tyler conducted the City’s previous revaluation in 2006. Given the changes in Portland property values over the last 13 years, a revaluation is needed to keep the City compliant with State mandated assessment laws and guidelines.
The City selected Tyler’s CLT Appraisal Services™ because of their expert-level experience, dependable service and knowledge of Portland. Not only has Tyler conducted several of Portland’s previous reassessments, but the Assessor’s Office has used various Tyler appraisal and tax administration software solutions to manage its assessment and property data for over 20 years. In addition, the City is currently implementing Tyler software products for budgeting, finance, payroll, permitting, inspections and business licensing.
Tyler will conduct a reassessment of the City’s more than 24,000 parcels. The project will kick-off in mid-February and Tyler will have staff in the field by April 2019 to capture updated street-level images and perform data reviews of each property. The project includes each property receiving a property data mailer, building sketch and property data verification, market sales, cost and income & expense data analysis, field checks and final reviews before assessment notices are sent to taxpayers. Tyler will also conduct the appeals process at the conclusion of the project. Finally, Tyler will assist the Portland Assessor’s Office in extensive community outreach throughout the duration of the project. The first informational mass mailing to all properties is scheduled to be sent in March.
